To, is the primary recipient you are addressing.
CC means you are sending a copy to others.
BCC (blind carbon copy) means the To person doesn't know that you are sharing the copy with another person.

TO - The person whom the mail is primarily addressed, and who is supposed to take action.

CC (Carbon Copy from the days of typewriters!) - Other recipients to whom the mail is marked as information.

BC or BCC (Blind Copy)- Same as CC, but with one difference. The recipients can see the addresses of persons in CC, but they cannot in case of BC. They will not even know that a copy has been marked to people in the BC list.

All the three are the fields to send the email to the recipient typed in those fields.

TO is original addressing, and the people addressed in to are the main people who would be comprising the email chain of replies.
TO people can see all the TO email addresses and CC email addresses.

Similar is the CC structure, although we usually use CC to inform the people of the email. They are usually not the people who can reply. CC is referred to as Carbon Copy.

BCC is Blank Carbon Copy. Persons in this email can't see to whom the actual email is addressed and even TO and CC people can't see if there some people to whom the email was BCCed.

There isn't any difference if you get down to the sending/delivery protocols in email; but To Destination, Carbon Copy to another receiver, Broadcast CC to another, is what they meant.
