Find someone that has a common schedule and buddy up with them. Sharing the expense while sharing the experience is the fastest, cheapest way to build time, and there is always something to learn watching someone else fly an airplane. Once you start on your Instrument Rating one of you will be under the hood almost all the time while the other is PIC... yet, both of you will be logging different types of flying times. Share the load, share the wealth, share the fun!!!

how many hours, I assume you mean before you solo
Cessna 152 trainer 15 maybe more maybe less depending on
your learning curve

The fastest way to build hours is to become a CFI and give lessons. That way, you don't have to pay for your own time.
