She's somewhat complicated, but she and I have been friends since 6th grade. It's been many years now and I want to pursue a serious relationship, but can't get over the "non-serious" one. How do I shift hanging-out all the time to being boyfriend and girlfriend without overwhelming her?

Simply sit her down one day and tell her or everytime you guys are together tell her how much fun you have with her, and how you always do, how you appreciate her hanging with you and go from there. You will be surprised she may have the same feelings. You can win her heart by doing the least expected things, pay her attention, and show her that you know her-even the small details and things.If she says she is hungry one day, tell her you will bring her something to eat and do it-if she doesn't go for that then good luck. Send her roses with a card that says Thanks for being a Magnificient friend.PAY MORE ATTENTION TO HER-she will notice.Try to remember everything you can-from conversations to favorites.

Honestly, I would say, don't try. I can almost guarantee that the more you try, the more you are gonna push her away. Just be yourself and she will like you for that. Maybe drop some hints or even flat out tell her how you feel, maybe she feels the same way but doesn't know how to pass the friends stage with you either.But if you try to hard to make her like you, it will probably work against you...
