Smile at people. It works...
How many times have you seen someone that you thought was attractive, and you didn't show any outward signs of thinking so? The other person has no idea that they're wanted unless you show them that they are somehow. By smiling, you show them that you're interested. And if they're interested too, they might smile back.
There's little risk involved in throwing someone a smile. If they're not interested, they'll simply move on. No rejection lines and very little wasted time. If they are, you can say hi to each other and go from there.

Do you go to church? Volunteer for any organization? Those are a couple of ways to meet people, other than thru mutual friends.
