Hair and fingernails aren't actually growing. Dead is dead. The only things growing after you're dead are worms, bacteria, and flowers. What is happening, however, is that the skin around the hair and fingernails will desiccate (i.e., lose water) and thereby shrink. When the skin shrinks, it retracts, making hair and fingernails look longer, as if they'd grown.

A lot depends on where the body is buried. Dry areas keep a prepared body for many years where moist soils can decay the body instantly. Hair and nails do keep growing after death for a period. Buying the expensive vaults for the casket to me is a waist of money. The body is just a vessel for the soul and will never be used again once it's been used. The Mortuary will sell you what they can but it's a waist. You can remember the person and not the vessel it was in. That part is over for ever and will once more be nothing but the dust it came from.

No they don't, but they do appear to grow because of various changes in the body's biochemical composition. Mostly it's the skin and muscles shrinking that make hair come out.
The time that the body is recognizable after burial depends on numerous conditions, from outside temperature whereby cold will keep it longer, to the particulars of the casket, to the soil and the insects and bacteria present in it. It could be from about a week to several years, or even decades or centuries in very cold climate zones.

No, they just appear to because your skin changes after death. And it really depends on where the body is buried as to how long it's recognizable. If it's in a more moist area, it will decompose faster than if it's in an arid area.
