Determining a player's handicap is a complicated formula that uses the 10 best of the player's last 20 scores. That provides you with a handicap index, which is then applied to the slope of the course you are playing to determine your handicap for that course. There are two numbers that show the difficulty of the course: the course rating, which is used in calculating the handicap index, and the slope, which is used in calculating your course handicap. The USGA determines your handicap based on PAR for the course you play and the slope of that course. The slope is the degree of difficulty of the course. The USGA then takes 10 of your best scores out of the last 20 rounds.

There is too much info you need to put it all down here, go to your club pro and he can not only tell you, he can show you how to get your cap on paper..But you know what ???? it don't mean much because all everyday golfers cheat when they play. They cheat by moving their balls on the fairway, they cheat by finding a ball they lost and dropping one, they cheat on the score cards, they just can't help cheating. Been there, done that, been there see it all the time.
