A restaurant first. Then play it by ear. Get to know her through dinner and find out her likes and dislikes(movies, a stroll, window shopping). Before picking her up get an idea what movies are playing and times, find out the nearest park or lake to where you are eating, is there a mall nearby, get some different things lined up ahead of time and when you get done with dinner make a suggestion of one of the ideas that you know she's into. Try to keep it simple on the first date. Use the time to talk and get to know each other.

Dinner.
Either make her a nice dinner if you can cook, or take her to an elegant (but not ridiculous expensive) restaurant. Nothing more fun than eating something delicious while having a pleasant conversation.

I found it to be safe to go to a free concert in the park or museum is safe and public to give her a sense of security by being around a lot of people
