You can grant permission per each incident. Or you may allow a particular publisher to always execute any program on your computer.

Publisher is not paying Windows, you can choose to run some stuff in Windows, but not certain things.Like the other said, you can choose to run whatever, sorta, it is an apparent maybe acceptable risk, but it is a risk.
So is learning how to ride a bike.
