When you do something, its not necessarily because of some motivation or objective. It could be just manifestation of your personality and attribute. When you get angry for something, that does not mean that you consider getting angry at that point is beneficial in getting your goals.
When God does somethign that's actually manifestation of His attributes. He is Loving as well as Just.

Personally I believe that God is an energy more than a being - but if it were a sentient creator I think it's motivation would be love for each of us as if we were it's favorite child and this place is here for our education. He wouldn't want to be out of touch with us while we are "at school" and that is what prayer and intention is all about - what we dwell upon in our hearts and in our minds is what God sends (good or bad). Ultimately God thinks we are safe at school and nothing that he sends is good or bad in his mind - you know, like the parent who won't give guns so kids use bent over dolls or their hands to play guns anyway - he just sends stuff and it is we who label and judge, not God. He knows we will be home when it is all over and he will be delighted to sit down with us individually to hear all about our adventures - that sort of thing.

Peace!

I agree with what a couple other people have said. God is love, and His motivation is love. You know how when you love someone, you want to do things for them, guide them etc, without controlling them? That is what I feel God is like.

God is love and he is wanting the best for all humans in a perfectly just way. But, he won't force you to have that--you also have to want that for yourself and prove it by your actions.
