Maybe they didn't attend because the attempt to ban cluster bombs is an attempt to disarm them, without disarming other militants who use different weapons. After all, car bombings by Islamic terrorists and suicide bombs kill far more people in mostly poorer countries. Check out thereligionofpeace.com for statistics. Let's get a handle on worldwide terrorism first -- it kills far more people far more viciously. And while we're fighting that war, we might even need to have cluster bombs available as a tool or at least as a threat to get terrorists to stop murdering innocent civilians.

A few facts to point out, first: Israel and the US aren't the only manufacturers of cluster munitions. Russia used them extensively against Chechnya in their war in the 1990s. However, Israel's snub of the International ban on cluster munitions is twofold: A: Its a very potent weapon. It can eliminate mass human wave attacks with extreme efficiency, and B: also places a psychological advantage with Israel. Their enemies knows it exist.

Cluster bombs are an extraordinary munition and serve their purpose in disposing of advancing infantry or armor. Neither country uses them on civilians, so I don't know where you're getting this information.
As for the "Oslo" vote.......Americans don't do things just because Europe does. We choose to be different, and rightly so.

Great question we also did not join other nations in a ban on land mines. Big money in the production of the tools of war. Many are doing well off the blood of others. The money from death pays for private jet and donations to government scum who need the money to get elected. The USA has 13 aircraft carriers. China and Russia has one.Every weapon big or small is a pay check.

because al-qaeda failed to attend the gathering to ban car bombs which kill more civilians than cluster bombs in iraq.
we now need them now to carpet bomb al-qaeda to convince them.
also, why does north korea test nuclear weapons against treaties established years ago banning nuclear weapons.
war is war. would alexander the great give up his horses because it was cruelty to animals? or give up arrows and catapults because they can drift when fired into cities and hit civilians?
everybody has an excuse.
and i wouldnt be suprised if iran developed nuclear weapons.

For one the USA makes alot of money selling cluster bombs to Israel. Secondly cluster bombs are designed to do maxium damage to enemy troops in a targeted area, w/o them we would have to drop more bombs into one area. As far as civilian casualities, the motto of the USA is that **** happens you shouldn't have been in the area.

Because cluster bombs kill. That is what war is about.
We try to prevent killing innocents, but it happens.
Maybe we should paint happy faces on our bombs and write thank you notes.

Here's an idea.
We'll give up cluster bombs as soon as Iran gives up uranium enrichment.
Deal?

Because both Israel and the US are Terrorist States...... however, the difference between the two is that the US government tries to hide its dirty deeds from its citizens because they know we would not approve; while Israeli citizens actively encourage their government and armed forces to engage in heinous barbaric acts in the name of "Greater Israel".
