you can screw durock cement board underlayment over the vinyl.
then lay your tile.

It depends on the type of tile you want to install. Self stick, or glue down tile will work, if you prepare the old floor properly, and it is really stuck. If you are planning on ceramic, marble or something like that, probably not. Home Depot has a book on tiling for around $20. It gives step by step instructions to prepare a floor, and install new tile. Most flooring suppliers can also give you guidance for the specific tile you are using.

Talk with your local Home Depot but I believe you can glue backer board on top of the vinyl and have a level playing surface. The whole key to a floor is being absolutely sure that nothing will bubble up or pull lose and cause grief later.

You can't do this and expect it to last more than a few weeks. You can't use anything that will move underfoot when you walk on it. To do the job right, you need to take a flat blade scraper and get what you can off the floor. It probably won't all come off. Make is as level as possible and put down a hard board overlay. This is what you need to lay the tile on because it's hard and when done properly it won't move.

You could but your tile will crack and turn to crap...
Buy an industrial adhesive remover and scraper... Or you could lay new backerboard over the vinyl and start fresh but you'll loose about a 1/2 to 1 inch of height from your room.

relay masonite sheeting over the top of the old vinal making sure it all remains level
if area slightly un even you can use screen crete to level
