Hong Island near Krabbi. The water is so clear you won't need the mask.
Snorkling is a relativly safe thing to do. The most common thing to watch for is Sea Urchins. Avoid picking up anything espcially sea shells some are known to be dangerous. Get good health insurence before travelling abroad.

There are good sites around Phuket, Krabi and Phanga. However safe will be dependent on the people. If they are reckless no amount of guarantee can safeguard their safety.
