he was talking of the dead soldiers that had died there. in those times when u died you were dedicated to the ground but if u read this "The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us -- that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion" u will see that he is saying that we will never forget them on both sides

The "great task before us" is described following that phrase by the phrases after the words "that".
It is a huge, ongoing task.

The "Great Task" was to beat back all the southern scum. You see the southern losers actually thought they could defeat a committed North. What a sad lot of losers.
