I usually eat a meal about 1.5-2 hours before training then slam down some whey protein w/ water about 20 minutes prior to training.
infusing the body with amino acids before resistance training will minimize muscle catabolism which increases recover time. protein after is for recovery as the body has a negative protein balance after training.
20 grams of whey before
20-30 grams after
* women could use 50% of the above serving sizes

It does not have to be before necessarily.
It is only when the muscles are being rebuilt that the body searches for the protein it needs to do the job. It usually takes several hours for this process to start. If you eat before, it should not be more than two hours or so before the work out, or everything will be broken down into amino acids and used for whatever is needed in the body or discarded.
You can also eat it a couple of hours after the work out, in which case it will hit the spot when the muscles are being rebuilt, which may take a day or two, depending on the intensity of your work out.
Hope that helps.

You will want to "load up" on the protein after you exercise. It is at that point your muscles will need the food. If you must eat before your workout, eat carbs for energy.

Protein after, cause you want to repair the muscles with protein, before you workout eat carbs because they are the frst fuel source your body burns before protein.
