I'm using some audio programs and they suggest I turn off things like "msmsgs" from running, when I start my computer. I also noticed things running in Services. If they are turned off at startup, will I still be able to use them when I want to?

First off, BE VERY CAREFUL PLAYING WITH THE SERVICES OF WINDOWS. You can render your Operating System useless if you shut off critical services, such as WMI or COM+.

By default I would recommend choosing Manual above all else when setting Services.

Go to Control Panel, Administrator Tools, and Services. All of your services will be displayed, including msmsgs, better known as Messenger Service. It's intended as a network communication tool to allow administrators communicate planned outages or system problems to their users. Shortly after XP was launched, an exploit turned the service into a way to force Pop-up ads to users, even if the internet is shut off or disconnected, which is why most people recommend that you shut it off if you're not in a business.

For an explanation of what each service does, check out my friend's website: http://www.geocities.com/ziyadhosein/xpserv1.htm There's some new ones from Windows XP Service Pack 2, but they're recommended to keep unless you want your system to operate like Service Pack 1 did (in which case you'd probably save some time by uninstalling the service pack and leaving the Services alone.)

Most of the services run only when demanded (Automatic) and unload upon completion, so they don't take up unnecessary resources like System Tray applications did in Windows 95/98 or TSR programs did in MS-DOS. The ones with Manual selected require you to return to the Services panel and turn them on when a service that depends on it needs to run. It'll tell you which one it needs usually.

Disabled means a service will not run period. You can change that status just like in Manual, but the system will not ask you to start it. Only use that on services that are a known security risk, like Messenger Service.

You can stop startup items from running by going into Start - Run - msconfig (startup tab).

Services can be started and stopped by going into Start - Run - services.msc

Once in the service management console, you can right click a service to start/stop it - or open it's properties to set it's behaviour when your machine starts up, e.g. set it to manually, if you only want it to run when you start it manually through the service console.
