The puppies should NOT be seperated from mom at only 4 weeks. They are to yound, and are still learning critical lessons from her.
Put the pups back with mom. In another week or two start cutting back mom's food a little, and give the pups some high quality food mixed into a gruel. They will start eating the gruel and nursing less, and with mom's lessened food intake and the pups not nursing as much her milk will start to dry up.

You must not wean them until 6-7 weeks, when they are eating on their own at about 7 weeks, mom must be kept away for 24 hours and only given water to drink at that time - then place them back with mom so they drink her dry, then begin feeding her 1/4 of her daily intake, raising it by 1/4 each day until day 5 where she is back to regular rations, in the mean time try to keep the puppies away so that her milk production halts, she should be eating 3-4 times her normal intake when lactating.

You really should let her do the weaning, that is too early. She knows when it is time. She will start refusing to let them nurse by running away or going and climbing up on something to get away from them. Sometimes the momma dog will even growl at them or nip at them as a warning. When she starts to do that, put the puppy chow out for the pups.

Let them puppies nurse as long as the mother will let them. The longer they suck on the breast the better it is for the puppies and mommy. Let her take care of that part. Longer they suck on the nipples it lets the nipples go back into shape. Introduce the puppies to dog food soak in water or put into a blender , but let them nurse off of mommy as long as they can. It is the best you can do for both mommy and puppies.

When the mother dog feels it is time to ween the puppies she will do it naturally. She will quit letting them nurse, generally when they start to get little teeth.

yeah, your dog is way better at doing what dogs do than you are, so let her wean them without your assistance except to provide a place that she can climb up onto that the pups can't , so she can catch a break now and then.

4 weeks is WAY too early! wait until AT LEAST 6 weeks! The pups will be better adjusted.
BTW, breast milk DRIES up. "Hard" breast milk sounds really disgusting!
