He has a serious chip on his shoulder and he is pissed at the world. If you yell at him he barks and growls at you if you hit him he bites you if you put him in "time out" he doesn't care.

Socialize him with other dogs and people. Also, taking him to training classes and make sure he is getting tons of exercise. I keep my jack russell busy all the time and she is one of the sweetest dogs I've had. Hitting him is just going to make the situation worse. Jack russells don't like to be corrected that is for sure, mine always has to do something like bark or do something crazy. Reward him for all his positive behaviors instead of constantly yelling at him or putting him in time out. They really are a challenging breed that likes to have everything their way...good luck!

First of all, Is he neutered? If not have him neutered ASAP. Testosterone can cause aggression issued in dogs and cats.
Second, hitting an already aggressive dog will only make the problem worse (as you already know by his behavior).
You need training. Yes, YOU need to be trained how to properly teach your dog. See a dog trainer, explain your problems, and they can work out a program for both you and your dog to follow.
Positive/no punishment training works best on dogs. Hitting, yelling, and time-outs are useless.
