Basically, that he does genuinely care about you - just not as much as he thinks/knows you want him to. Also, probably because he knows that you're a good catch, and that he would be the luckiest guy in the world to have you, but no matter how much he really does like you, he can't get past just liking you.

I agree with Fallen Angel!! He thinks you are great, but maybe he doesn't want anything more due to he can't commit. Also maybe he is afraid it will hurt you and his friendship, if it didn't work out. It can mean different things I guess depending on the individual.. People are all different.. Its just life..

It means that he wished he liked you in a romantic way, but he doesn't. Maybe he senses that you like him in a romantic way and he may be letting you down easy. I can only speculate, not knowing all of the circumstances.

it means just that, special friend implys he cares for you like a friend, and nothing more, he could be getting mixed signals from you, possiably wanting more, and because he feels the way he does he can not offer it
