Reading only works for some. Others it makes them stay awake. Here is what I recommend:
Wake up at 6 am. Drink a little milk. EXERCISE for at least an hour. Continue with your day...no naps. Hit the hay at 10:30.
If that doesn't work try Melatonin. It's a natural supplement (your body actually makes it already). Take as directed.

The most common herbal remedy is valerian. Try the tinctures under the tongue as it is supposed to be absorbed more quickly into the bloodstream. However, do not take more than recommended, or it will act as a stimulant. Or, train your body. Pick the times you need to sleep and wake-up. Go to bed at that time every night and wake up at that time every morning. If you don't fall asleep within half an hour, get up, go into a different room and do something else until you feel sleepy and try again. This can take a while. The most important thing is to not get frustrated and make sure you're not doing anything else in your bedroom, besides sleeping. No studying, reading to fall asleep, watching tv, etc. Or, take a warm bath about 2 hours to 1/12 hours before you want to go to sleep. As your body temp lowers, you are supposed to feel more sleepy. Overall, your bedroom is your temple. Try blackout curtains, a sheet over the window or a sleep mask. Whatever necessary.

Read a law book. It worked for me in law school (even during class).
Seriously, if you are up anyway, might as well use the time doing something constructive. And reading in bed does put some people to sleep.

1. Read a psychology book or anything alike.
2. Drink camomile infusion - not those which come in teabags, but the dried flowers are better.

If I have a difficult time trying to get to sleep, I'll pour 3 fingers of bourbon in a water glass, drink it as fast as I can, then go to bed. Night Night.
