The Conditional Format works only on the cell itself
means, you can not set format for cell A1, if Cell A2 is zero
You will need a macro to do it

Try using a TIMEREF formula. Or you can plug in a particular reference date at some point on the spreadsheet, then add a column for a formula where you ask for the difference between that cell (with the current date) and the line item. Then do a conditional format for it.

You can also, in a seperate column, type a formula that says "=if(A2>10,"Past Ten Days").
