the only possibilities are failed brake hoses, bad master cylinder or if the master-cylinder has been removed some-one screwing with the push rod length in the booster if no-one has messed with this critical adjustment, i would suspect that something other than brake fluid was introduced to the system resulting in damage to all rubber parts in the system. if this is the case the entire system must be dismantled and thoroughly flushed with compressed air and clean fresh brake fluid and then replacement of master cylinder all brake hoses calipers and wheel cylinders/calipers . your new pads are ruined and brake rotors warped as well as rear drums/shoes or rotor/pads. i highly recommend you tow your car to a competent garage that you can trust, as your safety [and maybe mine] are at stake here. better luck this go around.

Take it to a shop and have it checked out. The glowing and smoking means that your breaks are always rubbing. This could be from using after-market rotors (thicker than specs), or from your calipers not retracting all the way after you let off the brake.
If you don't warp or catch anything on fire, it will stop eventually when your brakes and rotors wear down. You still need to get it checked, though, b/c if it's your calipers not retracting, they may rub no matter how thin the rotors get.
If it's a rotor thickness problem, just have them turned until they fall within specs. That would be cheaper than buying new rotors if you can't get a refund on the bad ones.
Oh, and BTW, it's not from you riding the brakes, as someone else suggested, unless of course, you apply brake pressure even going up hills. To make that much heat, you'd have to keep one foot on the brake all the time.

I point more towards bad quality rotors, if your calipers were ceasing up it would seem like you were hauling a anchor behind you. It could also be a really freak grade of a semi-metallic bads you got from Autozone or other part store. They have a tendency to eat rotors very fast when they are a made on a Friday. Your calipers being bad are out of the question if you don't feel like a anchor is behind you. The best running 90's Neon's still don't make enough power to make a sticking caliper(s) feel like nothing. Either pour quality pads or rotors.

The calipers are dot fully disengaging..... they are causing the pads to keep pressure on the rotors..... if the calipers are new then the problem could be the master cylinder. If this didnt do this with the old calipers I would put the old ones back on and see if it still sticks, if it dosent then the new calipers are bad.

Ugh. I don't know what the problem is, but I do know this: the Dodge Neon is one of the all-time worst cars ever built. Consistently got horrible ratings from Consumer Reports, and the one we owned was the biggest lemon I ever owned. There was ALWAYS something wrong with it. It was cheaper for us to buy a brand new car than it was to keep our Neon running, and it was 3 years newer than yours! If at all possible, I recommend trading it in for something else. Good luck!

The brake hose or master cylinder might be bad and not letting brake fluid get to the caliper. then the caliper will not release causing the rotors to get hot and smoke.

take the calipers back off and take some sandpaper and sand the anchor plates, where the calipers bolt up.the calipers slide on the anchor plates, they could be rusty and sticking close to the rotors.

if done by a shop obviously take it back as stated already.
If you did it yourself did you lube all parts w/ brake grease?
bleeding has absolutely nothing to do w/ this. reason i say this if it was not bled you would simply notice a very cushiony pedal because air is compressible, fluid is not,
anyways , good luck man !
