i teach a health class at an elementary school and the 4 rules i have my kiddos learn are
1. drink lots of water (not sodas)
2. eat a high fiber diet
3. eat a low fat diet
4. exercise
for a high fiber and low fat diet, make sure your sister eats at least 5 servings of fruits/vegetables per day. decrease, if not totally eliminate junk and fast food. cooking at home is usually more healthy and less expensive than junk. also, increase her activity by finding something she likes to do, it doesn't always have to be organized sports!
remember, she should not be on a diet, being healthy is a lifestyle.

She should eat three meals a day. Not to big though. For a snack she could have either fruit and vegies, yoghurt, cheese or a small bar that doesn't contain to much fat and sugar. Also she should try to exersise 30 minutes each day. She can drink diet fizzy drink once a week, 6 glasses of water each day and 2 serves of dairy each day.

She should just make sure she is getting all her veggies and fruit servings, cut out sugary junk food as much as possible. Most likely she needs to become more active so that she is burning off any extra weight instead of trying to starve it off.

Try to buy sweet fruits and replace that with sugary sweets to fill her up instead. It is also best to eat earlier in the evening. Don't forget to support her!

She should just eat a low fat, balanced diet and exercise (this can be sports, running, yoga--whatever she enjoys). No junk food (or at least it should be eaten sparingly).
