The flow of weapons and insurgents must be stoipped first, that means securing the borders.

Then the militias need to be disarmed and the leaders arrested for murder because they are the ones causing the civil war and most of the killing.

Then the Prime Minister needs to grow some balls and take on the leaders of the groups in Iraq and properly mediate between them

Then the new Iraqi Army and police force must be created and trained.

Then we must leave them to do there own policing.

Make a solid political agreement with the majority or even all (if possible) of Iraq's neighbors to not invade or annex parts of Iraq. We need to convince them that this will destabilize the area and might even hit into their oil profits.

Then the US needs to do a 180 and do a complete withdrawl and let Iraq figure it out for themselves. It is their country after all.

However, if we leave without a political understanding with Iraq's neighbors, a power vacuum will be created and someone will move into it to claim it which could destabilize the whole area and cause rebellions, civil wars, and civil unrest.

We need to start recovering some of the money we spent fighting that war and for the occupation. I suggest that we equip every military man and women with a busted up kite. Then every time we see an Iraqi shooting their rifles into the air, we go up, show them the ruined kite and demand five bucks!
