Where did you hear this story? Can you provide a link? There was a news article about a girl scout selling cookies got a gun pulled on her by an elderly woman. I don't know if you are referencing a different story or if you just have the story wrong. Please see link...

Buy the cookies while looking at her troop #. Then put the little girl in juvenile detention. Then charge the parents with child endangering.

In Canada if she is over 12 years of age she can be arrested for robbery. Under 12 she would be referred to the child welfare agency and her family life would be examined.
