my mother passed away and father recently, which of his 4 children is considered the primary next of kin to receive his burial flag? He was in the Navy for 22 years.

1. would be any child currently in the military
2. the oldest

I believe it should be the oldest child if for some reason he/she doesn't want it then it should be the next to the oldest and so on right down the line to the youngest . Unless there was family problems maybe the oldest child has a drug problem etc between the children then it should be given to the child that was the closes to the father.

tradition is to give it to the oldest son, but that is up to the family..if the oldest is a girl, and wants the flag.
