Its white not clear. However, being able to see white ink is relative to your skin tone. On certain skin tones white will be impercievable and pointless. Why get a tattoo that you can't even see? White is a transparent colour and will show your skin tone through. If you tan or expose it to a lot of sun your tattoo will also dissapear very quickly. White is prone to fading so putting it anywhere like a wrist is going to mean constant sun exposure unless you put sunblock on it everyday.
The other problem may be finding an artist to even do it. a good artist is not going to do a piece that you will end up beign unsatisfied with because they will be the one you blame not your own badly thought out choice.

Hers is not clear its white. You cant get clear tattoos, and if you could why waste your money on something you cant see. White is a very light color to have and if you get a tattoo of nothing but white ink then it will not be that noticable.

Tattoos are not clear. You can use white ink, or the glow in the dark kind (yes, it exists). And remember they're permanent whether they're white or a bunch of colors.

I would probably choose to get a tattoo of the infinite sign with the quote "And in that moment, I swear we were infinite" from a book I read called The Perks of Being A Wallflower. I'd probably put it somewhere around my rib or hip area.
