If he is hanging as if he were a bat this usually means he is scare wich is totally normal since he is in a new environment and all just as long as he does it all day .Try taking him out a couple times a day and let him fly around, if he is clipped let him walk around.Then when its time to put him back in the cage , put him on the cage floor so he himself can climb onto the perch.

perfectly normal for a parakeet to hang upside down. Don't worry about it.

keets do that because its fun my sleeps that way there nothing wrong w/ it or bored

Well my budgie does that when he's bored.
Try re-arranging the toys or giving it something to play with.
See if anything changes.

Well I have heard that this is the way of saying in bird launguage " This is my new domain!" so it is probably happy.

its normal it is one way of playing. it shows they are happy.
