Not at all. I often get my Fed refund first. Some states are much better than others at processing returns.

No. When I was in NJ I always got my federal refund before state. If you efile and elect for direct deposit you can get federal in as little as eight days. Some states simply "piggy back" on the federal return so it has to be transmitted to federal first and then the state. So it would be normal for the state refund to come after federal. Having said that, the number of true piggy back states is declining each year.
