potato bread/whole wheat bread (usually 4-6 g dietary fiber depending on brand), raisin bran cereal (better than lots of other cereals in fiber content, but doesn't taste like bird food), sugar snap peas are good as a snacking veggie, definitely oatmeal (but i don't like the taste or texture unless it's instant oatmeal with lots of sugar/flavor added.. which might not be ideal), apples or pears with the skin on, sweet potatoes...
skip the Nature Valley or Nutrigrain granola bars.. not enough fiber or protein for the calories that it contains so it doesn't really keep you full for a long time..

Another thing you may want to try is trail mix. I usually go for one that has nuts, seeds and dried fruit. A few handfuls of that is really filling. Check out the bulk section at your local supermarket. They'll have pre-made trail mix, or you can just mix and match to make your own.

I have a cousin of that name in the UK but haven't seen her for years!.
The cheapest foods that are going to fill you up the most are things like hard boiled eggs, pasta and jacket potato's - they are all fibre foods such as apples, brown rice, butter beans, lentils, kidney beans, tofu, soya mince. Bran is good but it produces a lot of wind and is very bland unless you eat it with raisins and banana and or a yogurt.
My daily diet goes like this so this might help?:
8am, I bowl of good quality museli containing nuts and fruit with two tablespoons of additional bran with skimmed milk. A small glass of fruit juice. One large glass of water and a banana and a cup of herbal tea.
About 12.30 am (midday) I eat i small plate of mixed salad leaves with 3/4 hard or soft boiled eggs (No dressing). I wholemeal slice of bread with a scraping of soya butter. An apple and a large glass of water. I small glass of mango pulp.
5pm I get my food processor and put into it, one raw carrot, one raw pepper, some raw cabbage, tinned sweetcorn and spinach. I whizz it all into the mixer that does all of the grating for me and pour it into a large bowl with one tablespoon of light mayonnaise and a few drops of apple cider vinegar. I put a few large spoons of this onto my plate and serve with some oven chicken burgers and it is an incredibly delicious meal!.
I have a fruit smoothie for desert if still hungry.
If you ate like this everyday as I do, you would be eating the right level of fibre your body requires a day and is also very healthy once you get used to the taste of eating raw. It also helps you lose any excess weight too. I shop at Tesco's here in the UK and you can get things so much more cheaper such as frozen and tinned fruits and vegetables are just as good as the fresh variety.
I spend around £25 a week on food and because I am also out of work at the moment and so eating healthy can be a struggle. But you can buy cheapily if you shop around for the cheapest deals on foods. Pasta is by far the cheapest and fills you up so quickly like boiled eggs.
You have so many answers already, but people only kept putting cereals and wholemeal bread etc when you have pasts and rice.

Brown rice. I have a great recipe, e-me if you want it.
Put a little fish or chicken with it, fab. Add a little green veggie, perfect.
Cheap and healthy. Great fiber.

apples, shredded wheat, broccoli, wheat bread, there is even products that you can buy like Benefiber that you can put in food and it has no taste. some other foods are, oatmeal, rasins, and prunes.

Nothing beats beans. I know beans are mostly protein, but they are cheap and satisfying.
