depends what age your looking at.
from 12 or younger -- you can't blame them, most havent or still going through puperty
from 12-16 -- i dont know most guys usually get the point by now and realize that cooties are acutally a good thing, or maybe your just not making it clear enough, or maybe they just dont like you back its really dependent on the situation
from 16-18 -- ok maybe hes a really late bloomer, maybe you should consider hes kinda geeky, stero-typical geeks are usually late bloomers and dont really mature till 20s, or maybe hes just mentally retarded and his mind is set at age 12 or younger, or hes just not getting the picture, wait till he gets to collage/U, he'll mature there
