For US citizens, you have to have one now if you're flying to or from Canada. It will be as early as Jan 1 2008 if you're going by "land or sea". Here's the State Dept site for the new travelers requirements: http://travel.state.gov/travel/cbpmc/cbpmc_2223.html

You do not need a passport to enter Canada. The law you are referring to is an AMerican Based law, the Western Hemisphere Travel Initiative. It was a law passed by Congress. When you enter Canada, those are Canadian Border Guards who do not follow American laws, they follow Canadian laws.

What you are refering to is "eneter or re-enter" the USA. If you are travelling by airplane, you have been required to have a passport since January 23, 2007.

By land and sea, you will require a passport at the earliest January 2008. There has recently been an amendment to this. The amendment means that "if" needed, this can be pushed back until 2009. Currently, there are no plans for the pushback though.

We got a flyer the last time we crossed the border. Starting Jan 23 2007 all persons travelling BY AIR from Canada, Mexico, Caribbean, and Bermuda will have to have a passport.

As early as January 1, 2008 the passport requirement will be for entry by any route (air, land and sea). They say ample notice will be provided regarding the exact date.

Start ordering those passports if you dont already have them.

Cross into Canada driving: I heard on the radio last week they're moving it up to next year, 2008. It was supposed to be 2009.

If you're flying you already need one.
