Thyroid problems are one possible answer. Also, people who are thin blooded, from a warm climate, may find a different climate cold - but people who are used to it would not. Older people normally get cold easier, as their blood has thinned. Quite often it is a thyroid issue, though, so if you google thyroid and it seems there are other thyroid symptoms along with being cold, you should see a doctor about it.

Hypothyroid
Circulation problems
Vitamin deficiency
Nervous disposition
Clothing not warm enough
Feeling cold can be one sign of a more serious health problem.
Maybe it's time for a medical check-up.

Heart rate too low due to hypothyroidism, or other causes.

My heart rate was too low due to medically induced hypothyroidism, and I thought I'd never get warm again. Around 45bpm, I thought I was going to freeze into a block of ice and die on the spot.
