I know there are Chritain schools, Muslim and Jewish schools but I have never heard of an actual Wiccan school. I want to start a Universty in London for Wiccans how easy or hard would this be.... although I know this would be VERY expensive and would take time.

First you'd have to come up with a curriculum that all (or even most) Wiccans could agree on. If you couldn't do that, then in all honesty you'd have to set yourself up as a Tradition school, not as a representative campus for ALL Wiccans (who, as I'm sure you know, believe in a wide variety of different things).

Another problem you'd probably run into is the "you shall not charge for teaching" policy of many Wiccan Traditions. If you charged for your courses, you'd almost certainly run into strong disapproval from them -- not to mention from the British Traditional Wiccans who might object to you using the word "Wiccan" at all when describing something that isn't BTW (that is, lineage-based and initiatory).

They've been offering online courses and ordination for quite a long time now, and I'm sure there are others out there.

very few wiccans believe the same way, so it may be difficult to incorporate that into a university. It's a very disorganized faith.
London also has a strong disposition against "witches", so it would be an uphill battle.

I would think that it would be difficult in a lot of places, but I an't tell yo about England. I know in America it would be legal but that wouldn't stop the right-wing Christians and the militant Christians from doing horrible things to the people trying to run it. I think ultimately, you would need a group of people to pull it off. Good luck.

it might be hard to do but at least in england thay might stand a chance in the usa no way but thay do have a backward religion over there that is in the dark ages so the might be some chance

Wiccans believe in many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many different things. That's why there are no Wiccan schools.
