well, you gotta put in a harddrive first, lol. then, use another computer to download linux (i recommend Ubuntu) from their website. i don't know what that is exactly, just google it. it should let you download a disk image for burning to a cd. use a burning program to burn it to a disk, then start the salvaged computer with the cd. you may need to go into cmos setup at boot to set it to check the cdrom drive for a bootable disk. once it boots, it should boot to linux. you will see a install icon on the desktop. double click it, then follow the on-screen instructions. there you have it! btw, if it is a really old computer, it may not let you boot from a cd. in that case, look for a floppy alternative on the linux website.

I wish I had time to refurbish computers...
but, to answer your question... with no hard drive, where would you expect the machine to find any operating system? There is no storage!
So, either you can pick up a cheap hard drive somewhere, or maybe a friend has one laying around. Good position to go for a totally clean drive. Probably you will need a generic boot disk, one with drivers for the cd rom, so you have the cd available.
Got an older copy of windows such as 98, 2000, so forth? install that.. you really don't need much fancy, as long as you can get to basic system that will kick in the modem and get you online. Once you are online, now you can download linux, and set it up.
Damn, now you made me want to drag those old dinosours out of the closet, and get them going. Consider it a challenge and learning experience.
