It depends on what you buy. Granted the exchange rate is about 8 to 1 right now. But you have to consider if that is what you really want to pay for the item.
For example, I went to Shanghai. T-Shirts were 144 yuan. But that is $18 American dollars. I wouldn't pay that for a cheap cotton shrink and fall apart t-shirt. Nike tennis shoes were the same as US prices.
However, beer was 4 yuan which is 50 cents US.
Electronic toys were about half of what they are in the US.
So it depends on the item.

Yes of course they are. Half the rubbish in the world is currently made in China & China exports them. Imagine buying the rubbish in China minus all the shipping cost to ship these rubbish out of the country.
However, there are items that are more expensive. For example, I bought an Apple IPOD (original) in Shanghai & it came out to be more expensive than in the US. Or buying a car is still more expensive. Why you ask?. Because the Chinese government consider these items as luxury items & they add tax.
Especially if the items are imported, they are very expensive. Take an original Levis jeans, they are not made in the US but in Columbia, Mexico etc. So they get import tax.
But if you looking for fake DVD's, fake jeans, fake perfume, fake items that were fake to begin with, well they are very very cheap. Cost of living is also cheaper because you have to remember, the majority of the Chinese are still living below western standard living.

Food and household items are quite inexpensive but my cell phone ran 700 RMB, about the same as in the West.

I don't know about China, but when my father was in Korea in the 1980's with the military, he paid about $200, that included the shipping costs, and sent us twelve pairs of Nikes, six cabbage patch dolls, loads of clothes, movies, books, custom made matching jackets for the whole family, matching leather pants for him and my mom, and jewelry for my mom. I'd say that was pretty cheap.

Hair cut: 50cent~$3
Massage: $1~$20(depends)
Foods are really cheap, but Pizza, KFC, Mcdonald , are expensive
Clothes are cheap, but some are not, depends where it made in.

yes, an example is dvd's. i bought one yesterday for $1.00. it is currently running in theaters in the u.s. it is not a cheaply made dvd, it plays clearly and the sound is great. on the other hand, gas is $18.75 per gallon us dollars.
