¿No habla español?
This phrase can be either a question or an answer. For example,
¿(Usted) no habla español? = Do you not speak Spanish?
This question is not formal. It makes sense but it is no the correct way to be said. The reason they say it like this it’s so people would understand a little bit more.
Now, this can also be said as an answer, as for example,
¿(Ella) no habla español? = She/he does not speak Spanish.
Note: In Spanish, you don’t need to say the pronouns (he, she, I, you, etc.). Also the word in Spanish “español” is not supposed to be capitalized that’s why I don’t capitalize it, Spanish grammar rules.

No hablamos español = We don't speak Spanish
No habláis español = Y'all don't speak Spanish.

it means SHE DOESN'T SPEAK SPANISH
NO= NO
HABLA= SPEAKS
ESPANOL= SPANISH
