WHen I do crunches I only feel like they are working my upper abs...

Switch the crunches around a bit, do reverse crunches, by lifting your legs up and bringing them to your head, or do the elbow to the opposite knee deal.

I'm impressed Rachel that you could fell that, most people can't. the rectus abdominis is one muscle, there is no upper or lower abdominal wall. muscles either contract as a whole or they do not contract at all. that being the case you also can not isolate part of a muscle. so what you are feeling is correct. since you can not focus in part of a muscle the only thing you/we can do is to attempt to stimulate the muscle as best as possible. this is accomplished from "attacking" the muscle from various angles in an attempt to stimulate as many muscle fibers and fiber types as possible.

personally I have 2 different ab routines. each routine has 3 different exercises. some use body weight only others do not, some are on at a decline, etc. I also vary the rep ranges, so I do 30-50 reps others only 10-15 when using weighted exercises.. every other day I switch from ab routine A to ab routine B

remember to build a strong core you need to work the abs, obliques, the hip flexors and the low back and erecter spinae.

any type of exercise using your legs helps with your lower abs.
Lay on the floor and put both your legs together , now life them up slowly and lower them slowly without touching the ground, stay at least 2 inches off the ground. your going to feel the burn after 2 of those!

reverse crunches really target lower abs.

Scrap doing your abs altogether. Do strength building exercises which will lower your bodyfat altogether.
