Of course they are considered a Muslim. Like in all walks of life there are people who are not perfect. But Allah expects us to pray 5 times a day and unless you have a valid reason not to you have to answer to his judgment on that. Same for fasting if you only fast half the days there is no point to that. Do them all or not at all, why would you only do half. Again you would have to have a valid reason for not fasting in Ramadan, the point is to act in this time as perfectly as you can and ask for your sins to be forgiven and use this time to behave and act your best in the year to come. There is no point to only fasting half the days. Even a Muslim who is not performing all there duties are still considered a Muslim. Everyone has the chance to change, to ask to be forgiven and start again, that is one of the reasons of Ramadan a fresh start. So to answer your question yes they are still considered a real Muslim the only one to judge them is Allah he is all seeing and all knowing and knows your intentions.

There is no wrong or right answer...just because you don't pray five times and don't go to mosque, it doesn't mean you are a bad anything.

I have met muslims that pray 5 times a day and fast and go to mosque, but then they beat their wives or smoke and drink...so are they good muslims? Absolutely not.

Only God will judge you...not any priest, not any other person...not any other muslim.

Well he would be a muslim but not a practicing muslim.....
just a muslim thats all...

if this person is you...
then just think of it this way??
what is the purpose of this life...why are you here?

all muslims are told their purpose in life by the Quran....

"And I [Allaah] created not the Jinns and Men except that theHerey should worship Me [alone]" Soorah az-Zariyat (51): 56

Therefore we must try to practice more and get less involved in things pertaining to this world....

Struggle more in this worldly life for the life in the Hereafter

14. The desert Arabs say, "We believe." Say, "Ye have no faith; but ye (only)say, 'We have submitted our wills to Allah,' For not yet has Faith entered your hearts. But if ye obey Allah and His Messenger, He will not belittle aught of your deeds: for Allah is Oft-Forgiving, Most Merciful."

15. Only those are Believers who have believed in Allah and His Messenger, and have never since doubted, but have striven with their belongings and their persons in the Cause of Allah: Such are the sincere ones.

yes he's still a muslim but not a good one. Islam doesn't say believing in God and Muhammad (Pbuh) is a free ticket to heaven. Unless you are forgiven for your sins, you can go to hell, but not eternally.

Everyone has his/her own responsibility... If he/she does not pray and fast it's up to Allah (god) how he deals with the person...
We dont have the right to choose or say who is good or bad...
Only Allah knows what is in a person's heart...
So,,,, IT'S UPTO ALLAH....
peace be to u...
