Great Britain, Australia, USA, Canada, Ireland, New Zealand, The Philippines, Most of the Caribbean islands, Guyana (the only south American country that speaks english)

The biggest country in the world that uses English extensively (both speech and writing) is USA, followed by England and the Philippines. Philippines is the biggest non-white country in the world that uses English extensively (in schools, media, commercial and government transaction). The Philippines used to be an American colony from 1899 to 1946. Philippines uses American English.

In India though Hindi is official language and English "MAY" continue till Non-Hindi States agree(there was a big controversy in Constituent Assembly in Delhi whether "Shall" or "May" should be used and Rajendra Prasad used his President's vote for "May") English is still the Government's language.So educated Indians from all 23 states can read,write,and talk Good England's Royal English-better than America's "Yankee" English.

I'd definitely say America. I'm from the UK, and there's barely any English speaking citizens left!!!!!!
