Social security death index shows 26 Delbert Perrys... and none of those show a death in 1995. Welcome to research.
Which of these is YOUR Delbert? Or.. maybe your guy died in England, and these are all persons who died in the US.
So, zoom in on basic questions.. What country did he die in? If the US, then I need to send you to rootsweb.com, click on searches, and pull up social security death index. The ball is your court to sift through and pick the right one. (one was Dec 1994.. close but you need to check).
Got him now? Now you have the date and place he died, AND his date of birth. Date and place and name, you can pinpoint the location, and see if you can find an obituary, the cemetery where he is buried. Death certificates are normally restricted to proven immediate family, but sometimes you can get it from the mortuary.
If the obit shows siblings, you have a start on his birth family. You also would like his parents, obviously. As you fill in the blanks on his immediate family, these are closest relatives.
Use the SAME process on his parents. You are just pulling it back one generation.. but descendents from his grandparents also fit what you want.
Genforum has surname boards, where you can post questions, and these persons are also researching Perry. More likely to be related. Remember.. the further back you get, the more descendents are from the "central" ancestor, and you increase the odds of finding persons researching "your" immediate family.

Why yes,
I did time in the joint with Delbert Ray Perry a few years ago.
When I got out I became very well acquainted with his wife.
