I agree with starting with the non-profit groups.
Do you have a special area that you want to specialize in?
I would let your work advertise for you! If you want to do weddings, pick out a great picture, print out including your name and phone number. Display these at bridal shops, travel agencies, diamond stores, cake decorators etc. I always notice a good photograph.
Pet photographer- same thing. Hang up at vets, pet stores, groomers, etc. See what I mean? People are going in these places to spend money on something you like too.
Working for the publishing industry is where your portfolio needs to be in tip-top shape. Neat and clean, detail orientated, and organized are key also. Good Luck!

Beat the street! Cold call places and see if you can get some work. Bring business cards with you everywhere and hand them out. I went to a company picnic with my wife and one of the guests there started to talk photography. I gave him a card and got some portrait work from him(family shots).

That's good advice about starting with non-profit work. It's good for your portfolio and experience.

If you have a portfolio and all that all ready to roll, I suggest making up postcards of your best/favorite photos and mailing them around to ad agencies etc. Make sure all of your contact info is on them and it's a good idea to have a website portfolio to send them too.

Start by offering your services to a preschool, cub scout group, etc. for a fundraiser. Charge them for the pictures and your time and the rest is their profit. The word will spread and you can do other fundraisers.

get a business card and give them to everyone-chapels for weddings/engagements, preschools for kid pictures, photo developing stores, pretty much everywhere you go you can just drop one off
