probably because dogs have a very acute sense of smell and the air doesn't really smell of anything but your breath will most likely smell of something even if its mint it will irritate the dogs nose

Good question...
I believe that when you blow them in the face, it makes a loud whistle that only they can hear...and it hurts their little ears.
The wind does not make any noise for them.
