What is the best time of year to see whales near the shore, By Cannon Beach, Oregon?

What is your best area to see whales.... and what month/day? thank you

I presume it's summer and fall, as it is in California (Sta Barbara, Big Sur, Monterey, baja). You may also see them around Dec/Jan along California coast.
