I don't know about the state you're in, but in California, it's illegal to charge tax on shipping. My understanding is that you can charge tax on "handling", as long as the service that is provided results in a product being delivered.

You don't CHARGE tax on anything. You COLLECT for the state. Some states tax shipping and others don't. You need to check with the state involved.

It matters by state. Some do charge tax on shipping charges. Some collect tax on the handling charge component if it's stated separately or on the whole thing if it isn't. Others don't charge tax on S&H at all.

You should charge tax on shipping only if the shipping company charges tax. In that event, you can bill the tax to the buyer. Otherwise, charge tax only on the sales price of the goods.

It depends on your state law - some states do, some don't. Call your state department of revenue and ask them.
