If it is the eyelids swollen, that definitely sounds like an allergic reaction and if goats milk is a new addition, it is probably the culprit, discontinue and get her to a vet soon, they will probably treat with benadaryl. It could also be bee stings and just a coincidence about the milk, do the same thing, vet and benadryl.
If it is the eyes them selves that are bulging, definitely go to the vet, that could be several bad things. Good luck

You are over doing it with the calicum. Dog don't need the calicum at this point in their pregency . Don't give it to her any more, she need good clean water and plenty of it. Water will help her milk come in better because dogs like humans produce their own milk and has nothing to do with how much other milk you give them.

I have never heard of giving a dog goats milk for any reason so Yes she could be allergic to the goats milk. Just stop giving it to her and she will be ok.

are they swollen shut or are the BULGING out? What breed of dog is it. Allergic reactions tend to be itching, panting, hyper activity, vomitting, and diarreah. Bulging eyes are a sign of a circulation problem, High blood pressure, Stroke, disease, or head injury. Is she in labor do you know? Intensive unproductive labor will raise the blood pressure and cause the eyes to bulge. Since she is so close to whelping its a great idea to call the vet on this. She could stroke out, there could be puppies stuck, she could even have late stages of Lyme Borreliosis. Please call a vet and get an appointment.
