Simple. If ghost in this context is defined as "a spirit of a person that walks/moves about the earth", then the reasoning would be that when a person's body dies, the spirit does not simply "go free" but is transfered to another location, perhaps like an object suspended from a string falls when the string is cut. It cannot stay in place, it has to fall because of gravity. No spirit of a human being can remain wandering the earth, it is spiritually impossible. As for other sorts of spirits, such as angels and demons, they CAN appear on earth, and perhaps are what are often mistaken as ghosts.

People are people. Spirits and ghosts are different. And ghosts are real.
