The speaker of the House.
The vice President is in the Senate, mostly to break ties.
The chief justice has nothing to do with the legislative branch. He is over the Judiciary or Supreme Court. The President is in the executive branch, and again has nothing to do with the legislative branch.

House speaker is head of a 2 part legislative branch make up of senate and house of representatives.
