Does the NASCAR Truck Series have restrictor plate racing?

No. The trucks do not use restirctor plates, only Cup and Busch. I can't think of what they use, it is similar to a restrictor plate by restricting the RPMs and top speed, but I want to say its something like a limited spacer. They mentioned it all throughout Truck practice and qualifying for Daytona, and that rings a bell, but I can't think of what its called. But it is not a restrictor plate.

Nope...and it is the reason it is the best race at Daytona...they have about 200 less hp,push lots more air,run a different carburetor and intake...bigger spoilers too I think.
The result is...unlike cup or Busch, they can LIFT off the accelerator and not lose ground so they can lay back and set up a run and create a Sling Shot move to pass other trucks with or with out a pusher. As good as the 500 was,the trucks had ANOTHER 3 way finish...I LOVE IT!!!

Absolutely. Datona and Talladega Speedways require restrictor plates. If that's not bad enough they are required to use a 390 cfm. Holley Carburator every where. Don't believe me, Call germaincars.com sponsor of Todd Bodines Toyota Tundras. Notice all the brands of new cars Gremain sells. Over a dozen and a half.

it used to be a restriction in the aircleaner inlet itself. now i think its a tapered spacer about an inch thick. not a 1/16 in plate

No. the trucks dont need them because they are not as aerodynamic as the cars, hence they are slower.
