Does she also lift her tail when she does this so her vent is pushed up to the toy? She is in effect.....ummmm......masterbating. My cockatoo does this as well but not to a toy she does it to her water dish and makes a weird breathing/grunting noise as she does it. She also lays unfertilized eggs a few times per year too so be prepared that that could happen too.
Personally, I feel bad for them and would mate them....imagine the agony of never being mated and only ever using a toy or water dish. :(
