Any sexual activity is sex. When ever there is any contact to any mucous membrane, either oral, vaginal or anal it is a way to transmit STD's. Are you aware that condoms do not prevent the transmission of veneral warts... it is possible to get veneral warts anywhere in the oral cavity. Veneral warts are the biggest cause of Human Papilloma Virus which causes cancer in women. The **** you mention doesn't have to happen because small amounts of this area released during sexual activity even before it actually starts... this begins to be released from the time arousal starts. An informed person is a safe person....

You could get certain types of STDS. Also you are the one that has to consider it sex. Some people think oral is sex, and some don't.
